Conquer the five neutral control points on the islands in the middle. Both teams can reach the islands using planes, choppers and boats starting up in north/south. Once on the islands you'll find an airfield, two small outposts, bunkers and buildings
Get in there to control that hill & complete construction on the hill top embattlements, set up an artillery fire support base, then rain terror down on the NVA. Also, make sure all local villages are friendly.
