Core power transfer to batterys or backup

The backup power used by Cloak systems, and just enough for a short time, but with the recharge ability, you can use the cloak while you want.
This script allows you, to transfer power directly from core to the batteries or to the backup. The main battery power quit often runs low in a middle of a battle, so you can quickly recharge it.
