not this utility has all the settings you might want, but all in all it seems pretty complete. You can set your server name, message of the day, and a number of other relevant options. Plus if it's missing something you can always add it in after word the old fashioned way. You'll still have to have a basic understanding of how server CFGs work, since this doesn't have any tool tips or other information as to what each option does.
