Using MS paint is no excuse not to draw in the lines... I really can't understand why people submit skins when they have no idea how to do it. There are better ways to get help/attention, and a skin like this will only bring negative attention, especially when it's worse than the original. At least the original had some blue on it. My advice is go find a forum and beg someone to teach you how to skin. Keep submitting skins like this and you'll be blackballed from the modding community.
