Flag and Pennant Raising Mod

In this mod we can control rotation, raising/lowering of DF antenna,
raising/lowering of flags and raising/lowering of pennants on human sub
turms using new StateMachine Classes and using next commands:

DF antenna:
1) Raising and rotation beginning - keys Shift+V ...
2) Rotation stop and lowering - keys Ctrl+V ...
3) Also, rotation stop and lowering - for commands:
Crash_dive
Periscope_depth
Snorkel_depth
Dive
Set_depth;

Flag on turm:
1) Raising - keys Shift+F ...
2) Lowering - keys Ctrl+F ...
3) Also, lowering - for commands:
Crash_dive
Periscope_depth
Snorkel_depth
Dive
Set_depth;

Pennants on turm:
1) Raising - keys Ctl+PgUp ... Rise_whole_periscope command...
2) Lowering - keys Ctl+PgDn ... Lower_whole_periscope command...
