ROCmod 2.1c Penalty Box Fix

default penalty box time and a reason of "Bad Behavior". Previously, a player receiving a Penalty in this fashion would be ghosted, but would not actually be placed in the Penalty Box, and would be unable to return to the game without changing to spectator and returning. Automatic penalties were unaffected.
