A3D Fix

These are the [b]windows/system[/b] directory, and the [b]root of the SoF game[/b]. [b]Note:[/b] This version of the a3dapi will be included on all further patches. Raven apologizes for shipping the older version. Credits to Micah at Aureal for tracking this one down.
This is for the people that are having problems with A3D not initialising when the game starts up. [b]Installation:[/b] Copy this file into two critical places you find an existing a3dapi.dll.
