Spam Protection Mutator v1a

This is a simple mutator which allows players to chat only in certain intervals (i.e. they must wait a certain time before they can send a message again).
If a player sends the same message over and over again, he is blocked from chat for a certain time. This also includes slightly changed messages like "Gugi" -> "aGugi". Furthermore admins can block players from chat completely for 1 map.
