fix for the North Polar Fleece for Femme Pyro

it clips with a good number of taunts but this is due to the straps having odd rigging separate from the underlying character mesh, nothing i can really do about it there, thus it works better with the "strapless" variant Sage has on his femme pyro.

works with paint and all that, overall tried to keep it as close to the original as possible (while giving it some feminine flair, such as the length of the waist, or the size of the collar)

VPK goes in your custom folder and all that
