This is a skin mod for your bluprints. This does not make team-colored blueprints, it makes the blueprints grey. I'm not sure if it's even possible to make team-colored blueprints. Anyways...

Put the materials folder in your tf directory..If you have no idea what that means... C:\Program Files\Steam\steamapps\steamaccountnamehere\team fortress 2\tf If there is a folder called materials in there, it will ask to merge. Click yes. If it asks to overwrite anything, it usually means you had a skinmod of the blueprints already. If you rather have these, click yes to an overwrite. If you don't, click no.
