The Custom NPCs mod adds many new items and features. While it works primarily for single-player, it is multiplayer enabled. The tools are used to create new NPCs, mob spawners, and even copy them.
This add on includes three original single player missions, each casting the player as a different specialist from the warring factions -- the Red Line, the Reich and the Polis Rangers.
